Abstract
As digital technology permeates nearly every aspect of life, the concept of the digital divide has evolved from a matter of physical access to one of skills and confidence. This paper examines the role of non-formal education (NFE) in promoting technological literacy and fostering a culture of lifelong learning among adults. While formal education systems often struggle with rigid curricula and slow adaptation to technological change, NFE offers a flexible, learner-centered alternative that accommodates diverse adult learning styles.
Using andragogy as a theoretical framework, the study analyzes how NFE environments help reduce technology-related anxiety by promoting on-demand learning focused on practical and immediate application. The paper explores key concepts such as digital tools and the growing gap in digital skills, commonly referred to as the digital divide, through a qualitative review of recent global trends.
Findings suggest that technological literacy is most effective when instruction is embedded in learners’ everyday contexts and supported by peer or mentor engagement. The study concludes that sustainable digital inclusion requires policymakers to move beyond the provision of hardware and invest in the non-formal education sector as a primary driver of continuous adult development.
It recommends the integration of NFE into national education frameworks and the promotion of intergenerational “tech champion” programs to ensure that no adult is excluded from digital participation.
